First, she eliminated relatives and any pretender on her throne. I would advise to see a documentary from History Channel about Cleopatra: A portrait of killer. Second strategy was seducing the most powerful men in known world, which were a Roman generals, and use her charm and intelligence to use their military might to secure her power. This worked with Caesar and Marc Antony, and she had tried that with Augustus. Cleopatra actually called and enabled the Roman occupation of her domain and use her lovers to pacify the opponents. As a woman, she had less option to control male dominated, Egyptian society, but having backing the most powerful fighting machine the world had known at that time gave her a possibility to rule over Egyptian subjects. She also produced children both wit Caesar and Anthony and cemented by bloodline her power in case if the Romans would not honor her wishes. However, this strategy backfired, and Augustus was able to conquer Egypt and removed her from the power.
